Penela da Beira
Portugal
Penela da Beira, a small village in the mountainous Viseu district of Portugal, holds a notable place in the country's early history: it received what is recorded as the first royal charter granted to Portuguese territory, awarded by Ferdinand I of León in 1055. A massive granite outcrop rises from the village centre, surrounded by houses. The village sits within the municipality of Penedono and has passed through several administrative arrangements since losing its own municipal council in 1834.
