Places gain points for proximity to water and mountains, concentration of
protected architecture, and certain photo metrics. They lose points for
signals that suggest they are crowded or already wealthier than the
national average.
A tourism-intensity penalty pulls already-crowded destinations down. The
weights are the same in every country; the rankings are normalised within
each country so a small Italian hilltop town competes with other Italian
places, not with rural Mongolia.
